The first bird (the one that you can see hovering) certainly seems to be a Rough-legged Buzzard. The base of the tail seems to be white, it has a distinct dark belly and the white flash on the upper side of the tip of the wing also points in that direction. The second bird seems to be a Common Buzzard, it lacks the dark belly of the first bird and the tarsus seems to be yellow. That can't be with Rough-legged Buzzard of course.
well i think this person that filmed this.... is just pleased that he caught such a beautiful bird of prey ,
which you don't often see every day..
regardless weather or not it is a rough legged buzzard or a common buzzard.....

Look at the tail, it's white with a black ending. Rough-Legged, i'm sure
