@mrcinema01 She has that one moment to smile and laugh and then she is reminded of her illness because she starts coughing. This scene was really sad because Lee loves her like a mom and he has to watch her suffer and cough. She can't just be happy. I agree, she deserves an Emmy.
Lee has the same look on his face that Bill did when she started to cough. Lee loves and Respects Laura as the president and the woman who won his father's heart. And sees her as mother figure since his own isn't alive anymore.
She's talking about stepping down from the presidency. Lee says she doesn't thing he's ready (to take over as president). Laura says he's ready, she's not.
