CHP does have jurisdiction and, in some cases, street beats over the "unincorporated areas" of California, which can be small cities and townships. It's always wise to not question the whole "well you're CHP so you can't cite me here on the streets." On the contrary, CHP has jurisdiction over all freeways and all roads in California. The penal codes and vehicle codes dont change from city to city in Cali

As well as following the directions, I also read the signs, and gee, look, it directed me to use a private tollway as a short cut. Ifn I was stupid enough to just follow the directions, I wonder how big the ticket would be.
