What we need here in Florida, is sensors on each sprinkler head to determine if it is working, working right, or not working. Sometimes the mower guy will chop one off and it is just a geyser. The other situation is it just don't come up and activate. We usually don't know until the grass dies. Dead grass is an expensive sensor.
Perhaps the sprinkler system could check the local weather forecast to decide not to activite if rain is forecast? There seems to be XML weather feeds online already.
