It is estimated that V1s caused hundred or even thousand times more monetary losses to the British than to Germans to produce them, so it was worth the effort, and kept many British fighter squadrons tied to the islands for patrolling and shooting down V1s
V2 on the other hand was sophisticated, and needed exotic materials and technology. It was also very expensive to produce, but it wasn't very accurate by todays standards.

For the cost of a V-2, Germany could build four fighter planes, four Tiger tanks, or a dozen V-1's. Any one of them was a better option.

They did go ahead with a manned version. It was known as the reichenberg and was airlaunched from bombers.
two man training versions were developed.
They were not used against targets but they were built in numbers and pilots trained to fly them.

She flew a few specifically for the manned program to work out why they were having problems landing them rather than flying them.
There never were any manned tests for sorting any probs on the original robot version. That was a myth that originated from the George Peppard movie.

I'm pretty sure spitfires had to dive on them to match their speed. A very quick weapon, the Tempest may have been fast enough to catch it.
