Glass-Steagall was repealed in 1999 by a GOP Congress and signed by Democratic President Clinton. Raising the rate of home ownership was a key goal of President Bush and Democrats alike. The Fed and Alan Greenspan lost their economic sense of history when they believed that housing prices were one directional. Can't blame one party.
