What he's doing isn't really plyometric is it? He feet spend too much time in contact with the ground to be truely plyometric. Spend too much time in the loading phase of the movement.
I would guess he is slamming his feet because he is raising them at the start of his rep to lengthen the muscle just prior to the contraction, it will produce greater force through the storage of elastic energy. This effect requires that the transition time between eccentric contraction and concentric contraction is very short, hence the fast slamming.

Slamming his feet is a plyometric the standing up part isn't.
But why would you want to increase your explosiveness for slamming your feet into the ground?
The longer you hold the pre-strecth the more energy that will dissipate.
So by the time he stands up, all of the potential energy is gone.

In other plyometric exercises contact with floor is very short.

You Slam your feet 1st so you can get use to absorbing the shock.. this exercise can be usefull for all jumping athletes
