Identities only had to be registered with the government, and not revealed to the public. In the comics Spiderman "came out", but it was more to show support for Iron Man, rather than actual necessity.

The New Warriors helped blow up Stamford because of an 'accident'. That's kind of the point- it's not just holding superheroes accountable for their actions, it's also giving them training/support that they'd need.
