The Image shows an Israeli horrified mom and a crying kid who probably are settlers in the occupied West Bank. The Image would rather be more informative and fair if it contained also a killed Palestinian mom and a dying kid. Just then I might say that Wollf is not biased.

The main difference would be that a single institution would not have a monopoly on the initiation of force. Ostracism would provide order. Usually these people are in groups that their very survival is dependent on the others in the group.
