It was in Rainier Oregon. You see that big body of water? That is the Columbia River seperating Oregon from Washington. The video was probably filmed from Washington, but the plant was in Oregon.

Yeah, no chance of cancer otherwise they wouldn't have blown them up. Those are just cooling towers - that's why they were imploded. No nuclear activity in those.
Nuclear generators is a different story - they don't just blow those things up.
