By "Angelsachsen" he's refering to "Anglo-Saxon". The Angles and Saxons were West Germanic tribes that settled in England, and their Anglo-Saxon German, being isolated on the island, would over time become the British English we know today. So he' is correct, Old English is a branch from Old German.
