Sure.
1.Cut the straws into different length. Find the right tune.
2.Put the straws through sticks.
3.Make these sticks into a xylophone. Using rubber bands.

it's a good miniature illustration of your design. Might I suggest building it out of metal tubes/pipes on a larger scale??
