The voice would be scary without the crappy script, the visuals would be disturbing without the stupid voice, the film would be frightening if it was properly made etc but the whole is kind of unsettling.
Maybe that was the point - the trailer is so disturbing that millions of cinema-goers will be put off paying to see the film and in 30 or 40 years we'll make hundreds and hundreds of dollars from being a cult classic. Cue demonic cackle!

I've been to your channel Josh, so I know you know your classic trash cinema. But this is Andy Milligan. This is a whole new level and I don't mean that in any good way.
The fellow playing the "minister" in this later had a great bit as the exasperated director trying to direct Dustin Hoffman in the play about Tolstoy at the beginning of TOOTSIE . . .
Actually, there are probably a lot more of these old films available now than ever before. The internet allows fans to find old favorites and exposes this stuff to people who have never seen it before.

It was all filmed on Staten Island, and sometimes in other Andy Milligan period films, you can see the N.Y.C skyline in shots!!!
