Sums its all up in one sentence "Where the city council persons live, everything was always done, but where there wasn't anyone important, nothing happened." The idea of participatory budgeting everyone is equal and selfishness cannot come into it. Most countries claim to live in a democratic fashion but at the end of the day, were all kidding ourselves.
