The original language left the door open for the Senate to avoid Obama’s executive order to close Gitmo, which the Senate refused to fund. The real focus should be on why this bill was written in this way in the first place, when we the people were very clear about wanting civilian trials, and this president has been clear about his desire to close Gitmo. If Obama would have vetoed and 35 of those 43 Republicans flipped to yes, the House would have had the votes to override a presidential veto.
Sorry. This is the edited NDAA video of Carl Levin that inaccurately cites in the mainstream media as "proof" that Obama wanted to detain US citizens. It was originally posted by a spammer. Hours prior to this Levin stated on the senate floor that that the Obama administration requested that the provision be changed so that it does not apply to American citizens, but he explained the provision wasn’t changed because it already didn’t apply to American citizens.
@MrSeriouslytho The video is accurate. Obama tricked the public by first saying he's against it in November than saying he's for it in December. It was a psyops trick intended for the enemy (the American Public) to put their defenses down & believe Obama in the end would veto the bill. It suckered the ACLU and it suckered you as well. At least the ACLU has woken to the trick.
Senator Levin told Congress recently that under the original wording of the National Defense Authorization Act, American citizens were excluded from the provision that allowed for detention. Once Obama's officials saw the text though, says Levin, "the administration asked us to remove the language which says that US citizens and lawful residents would not be subject to this section."

From Description:
