you can get the early alert information "before" coming the waves of earthquake if you live far away from the the hypocenter .

in tokyo, i can receive the emergency alert sounds and messages via mobilephone before about 3-10 seconds reaching the earthquake waves from these hypocenters. but, in this case the hypocenter is very near to these towns.

Even after the tsunami, i havn't heard or seen of any robberies, violence, and unethical people taking shit and beating other people for resources.
