I think how aggressively the puppeteer moves the mouth coupled with how laid back the song is supposed to be really lends to the creepiness.

Also the fact that he is the only one on the dark side of a desolate cheese moon doesn't help.

His voice was always so soothing to me and I'll always love Mr. L for the fact that we made REAL lemon lollypops in my kindergarten class the day we covered his letter. It was like a dream come true to watch that sugar transform into these various shapes, each child with thier own and I even managed to get an extra for my mother. Wonderful memories.
