Back in the early 1970s, the assistant coach for my Little League team could do that, except he could throw it level and for strikes. He had been a AAA pitcher so he had lots of skills, both playing and coaching. He actually used this trick to teach us as batters to watch the ball, which I think helped contribute to our success. It took me a while to figure it out, but our catcher hit the first pitch like this that he saw and nearly undressed the coach with a line drive back up the middle.
