You need to get married and have good mood to have kids. I don't know on the baby girls but I I have gotten are boys and I have never seen the grow past toddler.
you can onlyhave babys in sims3 ambitions(for ipod touch) and you have to be GF and BF and be in a deep relationship the click romantic then marry, woo hoo and try for baby should be there!! :D

In order to have a baby, you must use the phone and you needing the cradle for the baby. It takes about one day.

You need a deep friendship with the Sim, before you unlock the buttons "marriage“ under talk about and wooho" under button "romantic"
