i too agree with djdog**** i also purchase stuff from ebay like not the train but other electronic goods which are less in price and they work perfectly fine.
nice to see these models working at high speed, just got the ice2 eight car set from fleischmann but i need to convert it to dcc, love the detail of these models . just got back in model railways after a break of over 25 years,its mind boggeling how this hobby has advanced.
I don't think Hornby makes Germans ICE-3 trains unless you are referring to the Intercity 125. I do have a few versions of Hornby's Intercity sets including the Eurostar and Pendolino. The only companies that I'm aware who makes the ICE-3 versions are Fleischmann, Marklin, Trix, Mehano, and Piko.

Not sure what you mean if they work? But I had bought trains on eBay from around the globe with no problems and usually buy C-8 or better.

I bought the ICE-2 "Zugset 2000" in NYC a couple years ago...you can sometimes find them on eBay.de.
