Really strange on that 1st level the police had all that high tech gear of armored walkers, light gunships & apcs that they couldn't contain a bunch of zombies and mutant oblivion creeps.

Not really, during the part where the Swat guarding the roadblock with the laser fence, i lured one of those spider mutants towards him and he shot it pretty much instant kill. Very amusing when he puts down the dogs too.

Yeah, but I mean why could they not just retake the city? They kill everything so fast and they have Gunships and stuff, yet they just sit at the fence.

Maybe they did to a degree. Maybe there was a huge invasion (explains all of the destruction) before you got there and they repelled most of it but couldn't get them all. The remaining police are just trying to survive and protect the remaining civilians.
