No, Command & Conquer came out in 1995. The sequel, Tiberian Sun, came out in 1999, a year after Starcraft, so you might be confusing the two.

Okay, thank you. And also you actually didn't understand me right when I said Halo Wars was a rip-off. I don't mean by game play, I mean by basic story line. Both stories are about an ancient alien race with ubber technology that went extinct because of a infectious alien, then thousands of years later another alien race forms a religion off the artifacts the ancient alien race left behind, and then there are the humans, who are pulled into the mess.

Its impossible to come up with something completely 100% original. There is just so much out there in terms of films, books, comics and games.

True enough, but this is taking it very far. Gears of War took an alien concept but kept it different. Dead Space managed to keep their story line quite separated from the crowd, Half Life too. Halo takes it unbelievably close to the story line of Starcraft. Hell, they even had a similar name for the infectious ruler in Starcraft. And to have an ancient civilization is only a small piece of the similarities between them.
