It's Stalin because the developers are Russion - it's a parody on their own history, and a pretty good one I think. Especially given that they are Indie developers and probably had about $5 with which to make the game. Good job guys.
I didn't understand any of this but it's freaking hilarious for some reason. lol Especially the part where he starts dancing. XD
