They made this episode mainly to further humanize Carmichael. When this episode originally aired the fanbase was split on her, so the writers had her show emotion for her murdered friend in order to show that she was not completely tuff as she was portrayed on the show.

A Crowning Moment of Awesome for Jack McCoy and the DA's office; no one fucks with Jack McCoy's employees and gets away with it without consequence-- NO ONE. You do, and this happens; you get the fiery sword of justice straight up the ass, and it is wielded by a kickass prosecutor who would take on God Himself if He committed a crime within his sight: Jack McCoy.
