It's real, but it's an illusion. Apparently, the camera caught a reflection from the ground of someone walking below. It was probably from a mirror reflecting sunlight.

The park was there sometime before the buliding's and homes were. Anyways the park isn't owned by paramount anymore since CBS got the park when viacom (paramount's parent company) broken off from CBS. CBS then sold it to ceder parks, sure they got a great park in ohio or whatever. But all their other's kind of suck.
