I like doing this with Link in Melee,
call it the Hele-chopper.

Sorry, not new.
But it's usable. I've used it on the left side of Hyrule with Link's Up-B and gotten a KO (vs. a noob Kirby though :\). It does have uses, such as lag cancel for Link's grounded Up-B, but it's not exactly an indispensible technique for comp play.
