My question is...why does he pick Bud Fox as his protege? Bud's not that great a broker or businessman, and there's got to be thousands better than him.

He could afford to "roll the dice" on this kid. Also, Bud was hungry and vulnerable enough to do whatever Gekko wanted. On some level Bud reminded Gekko of himself as a young hustler. Gekko could always disavow and disassociate himself with Foxx at anytime. Gekko always protected his best interests if you recall the scene where Bud was give limited power of attoney-- any trouble comes their way and Bud is left holding the bag. He ultimately used Bud.
