I can actually maybe imagine Meiling beating Sakuya; I found her spellcards beautiful but hard, especially her rainbow one, but Sakuya is actually quite fun to fight. It depends what mode you're going by though; normal Meiling vs easy Sakuya, Meling would probably win. If they were on the same mode Meling would probably still win...if not for Sakuya's darn timestop >>

According to Touhou Wiki Meiling quotes in Touhou Hisoutensoku implies that she feels she is letting Sakuya get away with abusing her because there has been no formal duel between the two of them and that if it were a formal match, she would very easily take the Maid down. There is credibility to this particular opinion, as Meiling is never seen defending herself against Sakuya's outbursts of violence, probably because she's already guilty of slacking off on her job.

@roman6a To be more accurate, she's based on (or is) the two-headed rainbow dragon named "Hong" (spelled 虹) in Chinese mythology. Even her last name is spelled similar ( in this case 紅; Notice the same radical) and pronounced the same (although, the spelling in the game is "red" in Chinese, as opposed to the myth's spelling which means "rainbow").
