As for turning off the iPaq, you'd press the power button and it puts it into a sleep mode - but the cell phone still receives calls. It's just like every other cell phone out there. :-)
It cannot work on Alltel as Alltel is a CDMA carrier. It works on any GSM network such as T-Mobile or AT&T. It also has EDGE and 3G, but it does not have EVDO speed since it is not a CDMA phone.

Well, because you can't run an unlocked phone on a CDMA network - they control which devices are allowed on their network - the only way to know which phones you can get is to talk to your carrier, visit their Web site, etc.
Yes, it has Bluetooth - the sidebar text description has all the specs. WiFi and Bluetooth are very different - Bluetooth has a range of 30 feet (typically), WiFi has a range of hundreds of feet. Check out Wikipedia for full descriptions of each technology, it's too much to explain here.
How's the power output from the headphones? I have an ipaq 110 and the volume is so low that it's even hard to hear with in ear monitors in medium noise environments.

I can't speak for everyone, but in general with units provided by PR companies you get to keep them for a month or so, then you send them back. There are some companies that let you keep the products though...it really varies.
looks like a solid phone, glad to see HP releasing phones that are fully-functional and good-looking (I was always curious how long it would take HP to enter the smartphone market back when they were only making handhelds)... also nice to see these video(s) in widescreen now :).
It's a GSM phone, so it will work on any GSM network. I'm not aware of any phone carrier in the US offering this phone though - you buy it unlocked and us it with your own SIM.

i was reading the specs and it said that it had (evdo) "speed" does that mean it works on alltel and how big is it compared to the motorola Q9c

I suppose it doesn't hold a candle to wm 6.1 smartphone, but I'd like to know, as I hate the stylus.

No, using the GPS is free - but if you're using it with mapping software that requires downloadable content, that will need a data plan of course.
