Land a ragdoll squarely on top of the crate, then shoot another directly at it so the crate moves towards the box then bounces off.

You need to shoot the tower thing to make it move like the metronome on a piano, and every time it starts to lean right you shoot it again. Eventually the ragdoll will hit the top of the tower, be flung into the portal and hit the target. I averagely use about 7 ragdolls on this level. Hope this helps!

@omg24no: Get it spinning really fast and then fire a ragdoll between the gears. This can be done in 6, but don't plan on it anytime soon.

@omg24no Spin the gears so fast, and land a ragdoll between the two higher wheels. When the gears spin fast enough, the ragdoll will go between them into the pipe.

By bouncing balls on it, but appearently only the iceblock works. I've now completed the level. Tip: Get a ball to bounce up and behind the iceblock via the yellow side of the cube.

You have to reverse the wheels after the first blast. Look at the direction the target is rolling in. Make sure the bottom wheel is rolling counter-clockwise and get it up to speed.

Did you cut the number of levels down? My version has 9 rooms at 15 levels apiece for 135, which is still awesome.
