Ah... this is like the Green Shell trick in the original. What you're doing is getting enough targets with the attack, it allows you to hit the first target again. This same principle allows for the Black Hole glitch.
It's technically a bug, yes, but it's more a byproduct of the game's engine. I'm sure the same thing will be found in Brawl as well.

lol, english and japanese are the same
japanese people and english people can access the same menu (look under language in options)
