Maybe they should just set it up like any pay parking lot with the tickets and arms and such. Then, if you shop Walgreens, you get a free exit ticket (or a refund if charged a flat fee on entry). If you want to shop across the street, you simply pay the fee when exiting, like any pay parking lot or garage. No drama, no trauma.
