Well Dawoud was a dictator by any standard: a self-declared president by a coup but the state not republic by any means i.e. he was the president, defence minister, foreign minister and the prime minister. He was the one who TOLD ISI to fence the Terrorist Camps instead of fence the Long Afghan-Pak border. He was the one who spent all his life with Mujahideen. He was in his early 20s and look now he is in the early 50s may be or at least late 40s if I am not mistaken. If every leader done his job like him, there would be no problem
