.. with steel, its not sharpening.. its honing. the steel brings the blade (microscopic end) into line, bring back into full sharpness. if knife is blunt, it needs stones to actually sharpen. Also if you let the point of the knife run out of the steel, it will blunt the point. All chefs seem making same issue.
unless the steel has diamond chips in it, that is... in which case it actually does sharpen it, but most steels out there only hone. In which case should've been mentioned in the video.
