I think jack loves her but isn't ready for commitment. I've seen the movie twice and in one of the scenes he asks her how she was able to say her vows! I think he wanted to kiss her but the way he said I gotta go makes me think he got scared!! 1.) After Jack is shot by one of the zombies and she drags him on the ship. 2.) They did it on the deck after they were dancing before they went into the room with the Black Pearl in a bottle.

#1 is the most practical answer although that would technically be considered rape and since kids see these movies. #2 has some good points "wine, music, candelight," then dancing, sex, baby. You were DRUNK

Technically it's not the last scene. Or even the scene after it. There was another extra scene after the credits where Angelica finds the Jack voodoo doll after it washes up on the shore of the island he abondons her. Every POTC movie has had an extra scene at the end so I'm glad they did this.
