my understanding of the Jacob Esau is that god is speaking of 2 nations that the 2 will ultimately be responsible for one will be the line through which Jesus will come through. could not moses/pharaoh again be speaking of 2 peoples, yes pharaoh is the one that moses is interacting with but it is pharaoh's people who hold the hebrew people as slaves.now being that pharaoh is the head of a state, it could be that god has more latitude for influencing the state proper than say for your common man
