the difference between bush and obama is, bush was delighted about terror assaults, he used them as excuse and endorsement for his policy. obama is affected by such assaults (for example young men in iraq who want to help reconstruct their country and apply as policemen and are killed by a suicide bomber when waiting in a queue) and in turn gives such terrorists no excuses (pursues a policy which doesn't depend on such attacks as pretext).
