There's no such thing as "international road rules". Most European jurisdictions treat an intersection where traffic lights are out of operation as a crossing with equal priorities (where you are only required to yield, not stop) unless signage is provided for the occasion, usually permanently mounted on the traffic light poles to be applied when the lights are off.

All the major roads are in great shape. Its when you get off them when you will see what you say. As with sidewalks. Get off the main areas and good luck. I did ride on one Metro line that had a newer train but that was just once. Drivers there do not obey the laws, period.

Well, I can understand that, but when you have the leftside set of cars going into the intersection at the same time as the upper and lower set of cars, made me ask the question if anyone is really paying attention to the traffic lights, and whether or not that intersection even has them, the populus might want to erect one.

Also the problem is of too much cars on the roads - you know, 10 million moscovitants and about 2 or 3 million people from suburbs, 13 mln total, can there be no traffic chaos within these numbers?
