There is a spectrum emulator already developed for the atari 8bit. Bit slow though, and nothing is optimised. The conversions by xxl from the BBC and sinclair machines take quite a lot of effort to get them into the state they are on completion. You should check out Hobgoblin too
Well a lot of the core code is flashed through xxl's interpreter (as far as i know) and this speeds up the conversion process, but as the achitecture is so vastly different a lot of optimisation is needed before you get to the core of the game. Knight Lore has been converted from the BBC as has Hobgoblin. Though again, much work has gone into making the atari version run as fast as possible, and to make use of the custom hardware in the atari, (for sound and so on.)
Whatever, xxl seem to be able to push these out at an alarming rate, (Jes Set Willy, JetPac, Knight Lore, Hobgoblin, andin the works - alien8, nightshade, zalaga, Hobgoblin 2, tomcat, night driver)

I see.. so it's converted by re-writing all the l/m instructions without using the spectrum emulator for atari...
