@The0Assasins0Creed0 That is an item called the Focus Sight that can be added to a Slayer Helmet. It is a rare drop from Desert Strykewyrms Or can be purchased for around 300k.(At the time of posting.) It allows ranged hits to be I believe 10% more accurate during slayer tasks.
