The monarch is responsible to the people and must always marry a commoner. If the monarch is insane or is incapable of leadership, he/she can be impeached by a two-thirds vote and replaced by a capable one. I suggest you should read those novels.

Many others who disagree with the course of the economic/political trends and as the Earth is soon overpopulated and depleted of resources, space is the only option. The first planets to be colonized would be Mars and our own moon known as Luna. In the 23rd century many planets would have been colonized with their own society and culture different from that of Earth. We are not far away.
