Prolonged skin contact between both of them (due to Ms Marvel struggling to hard to fight Rogue off) resulted in Rogue permanently possessing all of her abilities. Thus it stands to reason that theoritically, Rogue can be the most powerful, given enough time and motivation.

She can therefor safely absorb the powers of mutants with a weaker psyche then her own. Whether there is a limit to how many powers she can absorb, I don't know. Assuming she gathers enough powers of mutants with a weaker psyche, she should theoritically have enough, in time, to overcome almost anyone.
