Theory:

Infiltrators have a more advanced program than other machines to act more human. But they also have their own miniaturized organic brain which functions as the life-sustaining system for her covering. Maybe, if the program of her chip was somehow linked to the brain (which over time might have evolved unnaturally fast as a result of radiation), Cameron's inconsistent behaviour may be caused by the brain's attempt to slowly take conscious control.
