For Howard Hughes, he would never truely scrap a project like the way he does in this movie. Even if the Nazi's did try to steal a prototype, his Obsessive Compulsive Disorder wouldn't allow him to stop work on it.

I think part of the design was a powerful heat sink that absorbed the heat energy of the flame, leaving pure thrust.
The very idea of exhaust that burned cold wouldn't exist until at least the 70's, during the designing of the world's first stealth plane.
