the rubber band is to attach your keys, its long because they want you to use it while you have the bag strapped to you. The second strap (black mobile one) is to strap it from your shoulder, under your arm to help secure it when its over your shoulder...mostly for stability. The extra loops, are mostly to help you hold things to hit....Nice bag for the price, I am into messenger bags, let me know if you need help :D
