Gears was made using the Unreal 3 Engine. A game Engine is basically a blueprint for people to use to create individual games, its like a premade game to modify. This is why you get 2 games that are entirely different but look the same (GoW/UT3), because they use the exact same basic models, textures, terrains and game rules, etc. Game manufactueres use Engines so they dont have to build their games from scratch which would take forever.
