It's from the afternoon of 9/11, and yes, they explain in the beginning of the show that they know the radio guys at that station and they let them use it to broadcast.

When was this from then, the day after, or was this in the afternoon, were they able to get into the city?

@lucasfunkt They were broadcasting on that day from WLIR, a Long Island station. I don't know what that means, though. Did they just walk into that station and ask to broadcast? Did they normally switch stations? I wasn't an O&A listener at the time. It was a weird day. I believe this broadcast was on 9-11, because they mentioned that people were trying to get out of Manhattan.
