Luigi on the roof is the fastest one. All you have to do is triple jump then star spin on to the roof. It makes it very easy.

fastest stage for me is i forget the name but its in the fountain and its the one when which you get the notes.

the 1 with luigi on the roof is even faster, like 15 seconds

only 58 seconds to get about 20 seconds and 1600 star bits to activate this lvl ;) not including the few seconds it takes to get to the luma and after the star back to top of the main map to get back to the regular lvls =/

Not to mention an annoying spawn at the base of the observatory. You would want to make this your 60th star or something along the lines of that.
