If a mother animal eats it's young it usually has the mentality that it is not in the proper environment or given the appropriate tools to raise them. This happens with a lot of exotic animals in captivity, and more so often when the animals were forced to mate as commonly happens at most zoos. The mother might not have been prepared or wasn't accepting the supplies that the zoo was providing. Just animal instincts. (One can see this first hand if they attempt to breed hamsters.)

dude think about it....the cub wants its mom its just like a baby crying when it wants its mother. puppys do this to when they are very young. they will wake up from theyre sleep in panic not knowing were theyre parent is and start whinning(crying). The only difference here is cubs cant whine so they make the only sound they can to alert theyre parent.

I live in Arizona and we have a Polar Bear in our Zoos. They don't NEED to be in Cold. But it is what their fur is for.
