your right, he did say that but then after that Kakashi made Naruto slam it into his rasengan and that's when it became complete. Remember Naruto was shocked when he said to do it, so he clearly hadn't thought to do it himself and then we saw it complete. It looked great but it is kinda shit (chapter 340 - Disappointed me, agree?).
